为清新空气贡献力量环保部呼吁公众监督铅蓄电池企业共筑蓝天白云

今天,环保部向社会公布了全国1930家铅蓄电池企业的名单,以及这些企业的地址、生产工艺和环保治理情况。环保部有关负责人解释,此举意在将近年来屡屡肇事、造成血铅超标的铅蓄电池企业的相关信息公开,请公众监督。

据悉,这是环保部第一次将一种类型的污染企业的全部信息向公众公开。近年来,由铅蓄电池企业导致的血铅污染事件在我国频繁发生。就在今年5月,浙江德清县还因为发生血铅事件被环保部实施区域限批。今年以来,经媒体披露的血铅超标事件还有安徽怀宁儿童血铅超标事件和浙江台州血铅超标污染事件。2010年,全国发生了6起影响较大的血铅超标事件。

In recent years, with the rapid growth of demand for cars, telecommunications, electric vehicles (mainly electric bicycles), and renewable energy storage needs, China's lead-acid battery industry is in an "explosive" period of high-speed growth. In 2010, China became the world's largest producer of lead-acid batteries, accounting for one-quarter of global production.

Currently, domestic lead-acid battery production enterprises vary greatly in terms of scale. While some have adopted advanced production lines from around the world, others still rely on outdated workshop-style processes. Among more than 2,000 lead-acid battery enterprises in China, only about 200 are classified as large-scale enterprises; small-scale enterprises account for over 90%.

The first step in implementing targeted rectification measures for lead-acid battery enterprises is to require local authorities to conduct inspections by June 30th and publicly disclose information about these businesses while accepting public oversight.

According to today's release of a nationwide map showing distribution locations for all Chinese lead-acid battery plants – which included nearly every county-level city across mainland China – Jiangsu Province had by far the highest number at 484 facilities followed closely by Zhejiang Province with 328 facilities. The provinces with no such factories were Xinjiang Uyghur Autonomous Region (Xinjiang), Hainan Province (Hainan Island), Qinghai Province (Qinghai) - four regions without any such factories according-to reports released during this time frame since when they began their official campaigns against those who violate environmental regulations within their jurisdictional territories along these major rivers flowing through several key cities within different parts or segments located along both sides as well:
