近期，我市发布了一份关于印发《沧州市2019-2020年秋冬季大气污染综合治理攻坚行动方案》的通知，该文件详细阐述了我们在今冬季度对抗空气污染的具体措施和部署。以下是该通知全文：
尊敬的各级党委、政府，各相关部门，各企业事业单位，广大人民群众：
根据中央和省市关于秋冬季大气污染防控工作要求，为进一步加强我市秋冬季大 atmosphere pollution prevention and control work, improve air quality, ensure people's health and safety, we have formulated the "Cangzhou City 2019-2020 Autumn and Winter Period Air Pollution Prevention and Control Action Plan" (hereinafter referred to as the "Action Plan").
The Action Plan is based on the principles of law-based governance, comprehensive coverage, precision regulation, technology-based innovation, green development and public participation. It aims to implement a comprehensive management system for atmospheric environment protection in Cangzhou City during the autumn and winter periods of 2019-2020.
To this end, we will take the following measures:
Strengthen policy guidance: The municipal government will lead by example in implementing policies related to environmental protection. We will strengthen leadership over key areas such as coal-fired boiler emissions reduction projects.
Improve monitoring capabilities: We will enhance real-time monitoring of air quality indexes at multiple locations throughout the city using advanced equipment.
Enhance data sharing: Relevant departments must share information related to atmospheric environment protection in a timely manner to support decision-making for pollution prevention and control efforts.
Increase funding for environmental protection: A total of RMB 100 million has been allocated from various sources for investment into key projects aimed at improving air quality during autumn and winter periods.
Promote industrial restructuring: Encourage non-coal industries through tax breaks or other incentives; accelerate phase-out plans for outdated coal-fired boilers; promote clean energy use; etc., with an aim towards reducing heavy industry's impact on local air quality.
Implement strict vehicle emission standards: Limit new car sales that do not meet national III emission standards during peak traffic hours; encourage electric vehicles; establish designated lanes for high-emission vehicles under certain conditions...
Organize public awareness campaigns: Utilize media outlets like television broadcasts, radio stations & newspapers along with digital platforms such as mobile apps & websites to disseminate information about proper waste disposal methods & ways individuals can contribute towards cleaner skies by reducing their own carbon footprint
8 . Conduct regular inspections & enforcement actions against violators
We urge all relevant units at every level together with members of our community take proactive steps toward achieving these objectives set forth within this plan so that our citizens may enjoy improved living conditions while working together towards creating an environmentally sustainable future!
