珠海市声波净化计划(2024-2025年):环境监测技术规范大放异彩,共创和谐美好生活新篇章!

一、行动目标

通过实施声波净化行动,基本掌握全市重点噪声源污染现状,逐步完善声环境质量监测体系,有效落实各部门污染防治责任,稳步提高噪声治理水平,有力推动声环境质量持续改善。到2025年,珠海市夜间达标率力争达到85%。

二、优化规划布局,加强噪声源头管控

(一)科学调整声环境功能区

1.开展voice environment functionality zone adjustment work. According to the national voice environmental quality standards and land use status, timely adjust the voice environment functional zones. By December 31st, 2025, organize the launch of adjustment work.

2. Conduct noise-sensitive building area demarcation research work. Start in 2024, based on the Noise Pollution Prevention and Control Law and combined with national voice environmental quality standards, land use planning, noise-sensitive building distribution etc., promote the demarcation of noise-sensitive building areas in Zhuhai city.

(二)细化voice environment management measures

3. Publish information on noise pollution prevention and control. Regularly publish information on urban voice environmental quality status by 2025.

4. Launch noise map application pilot projects in key areas such as Xiangzhou District to explore comprehensive service-type intelligent platforms for sound environments.

5. Carry out "Peaceful Zhuhai" construction pilot projects based on overall urban planning, urban development planning, ecological environment protection plans etc., starting from 2024.

三、严格落实noise source head control requirements

6. Perfect related regulations design requirements for land use plans and transportation plans to ensure that large-scale traffic infrastructure projects do not conflict with nearby residential areas or schools; implement strict control over industrial sources near residential buildings.

7-8: Optimize layout of noisy industrial facilities; regulate construction of new buildings within a certain distance from highways or airports.

四、深化industrial enterprise noise pollution prevention & control efforts

12-13: Promote advanced technologies for controlling industrial noises; establish demonstration sites for effective governance techniques; upgrade equipment and adopt low-noise materials during production processes.

14: Include industrial noises into permit systems; monitor emissions closely according to law-based permits issued or registration records kept by enterprises under regular self-monitoring obligations with public disclosure required by law.

五、加强construction site management

15: Encourage advanced construction management technologies like using low-noise machinery tools instead of traditional ones such as jackhammers or pneumatic hammers while constructing roads or buildings during nighttime hours (between sunset till sunrise).
