珠海市发布《2024-2025年无线噪声污染防治行动方案》，旨在通过实施噪声污染防治行动，基本掌握全市重点噪声源污染现状，逐步完善声环境质量监测体系，有效落实各部门污染防治责任，稳步提高噪声治理水平，有力推动声环境质量持续改善。
一、行动目标
通过实施噪声污染防治行动，基本掌握全市重点噪声源 Pollution present situation, gradually improve the monitoring system of sound environment quality, effectively implement the pollution prevention and control responsibilities of various departments, steadily improve the noise governance level, and have a strong impact on promoting continuous improvement of sound environment quality. By 2025, the coverage rate of noise-free areas in Zhuhai city is expected to reach 85%.
二、优化规划布局，加强源头管控
（一）科学调整功能区划定
Conduct zoning adjustment for functional areas based on national environmental quality standards and urban planning. By the end of December 2025, start zoning adjustment work.
Define sensitive building clusters. Launch research on defining sensitive building clusters by 2024.
（二）细化管理措施
3. Publish information on noise pollution prevention and control. Release annual reports on Zhuhai's noise pollution prevention and control starting from 2025.
4. Carry out noise mapping application pilot projects in Shizhong District as a priority area to explore comprehensive service-type smart platforms for noise management.
5. Implement "Quiet Zhuhai" construction pilots based on urban planning, city development plans, ecological environmental protection plans, etc., starting from 2024.
三、严格源头控制和管理
6-8: Improve land use planning requirements; optimize transportation infrastructure layout; prohibit construction of noisy buildings near highways or industrial parks; ensure that airport surrounding areas are not built with noisy buildings.
9-11: Strictly enforce laws related to environmental impact assessment (EIA) for projects affecting the environment; conduct regular inspections during construction phases; promote advanced technologies for reducing emissions.
四、加强工业企业的减排措施
12-13: Upgrade industrial equipment with low-noise technology; encourage enterprises to adopt green production methods.
14: Integrate industrial emissions into air pollutant permits and key polluters' management systems; strictly enforce permit regulations requiring self-monitoring data disclosure to society through networks linked with environmental authorities.
15: Promote advanced construction site management techniques such as using low-noise tools.
