珠海市响起清新号角，2024-2025年噪声污染防治行动方案启航
为深入贯彻“还自然以宁静、和谐、美丽”的精神，贯彻落实《噪声污染防治法》和《中央关于全面推进美丽中国建设的意见》，按照《“十四五”噪声污染防治行动计划》和《广东省贯彻落实〈“十四五”噪声污染防治行动计划〉重点任务及部门分工》的工作部署，积极回应人民群众对优美环境的新要求新期待，进一步提升噪声污染防治水平，制定本行动方案。
一、行动目标
通过实施噪声污染防治行动，基本掌握全市重点噪声源污染现状，逐步完善声环境质量监测体系，有效落实各部门 Pollution Prevention Responsibility,稳步提高 Noise Control Level, 有力推动 Sound Environment Quality Continuous Improvement, 逐步形成 Quiet and Harmonious Civilized Consciousness and Social Atmosphere,共同创造 "Quiet Pearl Bay". By 2025, the sound environment function area night-time compliance rate is expected to reach 85%.
二、完善 Voice Environment Management & Strengthen Noise Pollution Prevention Foundation
（一）Scientific Adjustment of Voice Environment Function Area
Conduct voice environment function area adjustment work. Based on national sound environmental quality standards and land use status, timely adjust voice environment function areas. By December 31st, 2025, initiate the adjustment work. (City Ecological Environment Bureau responsible)
Conduct noise-sensitive building concentrated area demarcation work. In 2024 start noise-sensitive building concentrated area demarcation research work based on "Noise Pollution Prevention Law" combined with national sound environmental quality standards, land use planning and related plans etc., promote the delimitation of noise-sensitive buildings in Zhuhai City. （二）Detailed Voice Environmental Management Measures
3.Publish information on noise pollution prevention.
Release periodic reports on the overall situation of voice environments in the city by May 20th every year from 2026 onwards.

四、Deepen Industrial Enterprises' Noise Pollution Prevention & Strengthen Key Enterprise Supervision
（五）Strictly Implement Industrial Noise Pollutant Control Measures
12.Undertake industrial noise source rectification.
Through upgrading equipment technology or reducing vibration and noise measures strengthen industrial enterprises' factory site equipment transportation vehicles goods loading/unloading sources control.
13.Strengthen industrial park noisy control.
Reasonable layout industrial park enterprises encourage optimizing device distribution internal logistics routes low-noise devices transport tools have conditions conduct self-monitoring.
