珠海市响起清新号角：2024-2025年环境监测引领的噪声污染防治方案发布
为深入贯彻“还自然以宁静、和谐、美丽”的精神，贯彻落实《噪声污染防治法》（以下简称《噪声法》）和《中央 关于全面推进美丽中国建设的意见》，按照《“十四五”噪声污染防治行动计划》和《广东省贯彻落实〈“十四五”噪声污染防治行动计划〉重点任务及部门分工》的工作部署，积极回应人民群众对优美环境的新要求新期待，进一步提升噪声污染防治水平，制定本行动方案。
一、行动目标
通过实施噪声污染防治行动，基本掌握全市重点噪声源 Pollution现状，逐步完善Voice环境质量监测体系，有力推动Voice环境质量持续改善。到2025年，珠海市Voice环境功能区夜间达标率力争达到85%。
二、完善voice环境管理夯实noise pollution prevention基础
（一）科学调整voice environment functionality zones
1.开展voice environmental functionality zone adjustment work。根据国家voice environmental quality standards and national land space planning, as well as the current situation of land use, timely adjust voice environmental functionality zones, by December 31st, 2025.
2. Conduct noise sensitive building concentration area delimitation research. By the end of 2024, start noise sensitive building concentration area delimitation study based on the Noise Pollution Prevention Law and combined with national voice environmental quality standards, national land space planning and relevant plans.
（二）细化voice environment management measures
3. Release noise pollution prevention information. Regularly release information on the voice environment quality status in the city from now on; starting from 2025, compile an annual report on Guangdong Province's noise pollution prevention.
4. Launch noise application pilot projects. With Xiangzhou District as a priority area for trial operation of comprehensive service-type intelligent platforms for noise control.
5. Launch "Peaceful Pearl Bay" construction pilot project studies based on urban overall planning, urban development planning, ecological environment protection planning etc., starting from 2024.

6. Perfect related requirements in plans: modify or formulate regional spatial plans (RSPP), transportation plans (TP) and other relevant plans to rationally arrange large-scale traffic infrastructure projects within their respective functional areas.

四、Coordinate Noise Source Control Measures Strictly Implement Regulations
9-11: Strengthen supervision over industrial enterprises' compliance with regulations regarding source control measures during all stages - design review stage to post-construction inspection stage.

12-13: Promote advanced technologies in industrial parks' control efforts.
Six Implementation Key Industrial Enterprises Management
14: Push forward key industrial enterprises' implementation into air pollutant emissions permit management system and key polluting units management system; strictly enforce emission permits according to regulations; promote self-monitoring by key polluting units that are subject to regulation under permit law while ensuring online connection with local authorities for real-time monitoring data sharing; implement public disclosure policies requiring all regulated businesses submit regular reports detailing their progress toward achieving desired objectives by implementing specific corrective actions aimed at reducing emissions below permitted levels set forth in applicable laws governing these industries
